  Anegada Passage east of Virgin Gorda and Saint Croix south to
  17N...
  Caribbean Waters of Puerto Rico from 10 NM to 17N, including the
  Coastal Waters of Saint Croix...

At 206 AM AST, Doppler radar indicated a strong thunderstorm,
capable of producing winds to around 30 knots and lightning. This
thunderstorm was located over mainly areas of Caribbean waters near
St. Croix , the thunderstorm is nearly stationary.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Mariners can expect gusty winds to around 30 knots, locally higher
waves, and lightning strikes. Boaters should seek safe harbor
immediately until this storm passes.
