  East central Jefferson County in central New York...
  Central Lewis County in central New York...

* Until noon EDT.

* At 1113 AM EDT, a severe thunderstorm was located 7 miles west of
  Lowville, or 19 miles southeast of Watertown, moving east at 50
  mph.

  HAZARD...60 mph wind gusts and quarter size hail.

  SOURCE...Radar indicated.

  IMPACT...Hail damage to vehicles is expected. Expect wind damage
           to roofs, siding, and trees.

* Locations impacted include...
  Carthage, Lowville, West Carthage, Whetstone Gulf State Park,
  Denmark, New Bremen, Watson, Martinsburg, Greig, and Copenhagen.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

For your protection move to an interior room on the lowest floor of a
building.

Large hail, damaging wind, and frequent cloud to ground lightning
are occurring with this storm. Move indoors immediately. Lightning
is one of nature's leading killers. Remember, if you can hear
thunder, you are close enough to be struck by lightning.

* Until 415 PM CDT.

* At 1016 AM CDT, Emergency management reported the imminent failure
  of Big Falls Dam.

  HAZARD...Life threatening flash flooding from the imminent failure
           of Big Falls Dam.

  SOURCE...Dam operator.

  IMPACT...Life threatening flash flooding of areas downstream from
           the Big Falls Dam along the Little Wolf River.

* The nearest downstream town is Big Falls.

This includes the following streams and drainages...
  Little Wolf River, Blake Creek, Shaw Creek, Little Creek, South
  Branch Pigeon River and Whitcomb Creek. Flooding is occurring along
  the Little Wolf River.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

If you are in low lying areas below the Big Falls Dam you should move
to higher ground immediately.

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
