This includes the city of Seward. * WHEN...From 9 AM AKST Thursday through Friday afternoon. * IMPACTS...Excessive runoff from rainfall, frozen ground surfaces, and snowmelt may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Snow covered drains will exacerbate any ponding on roadways. * ADDITIONAL DETAILS... - An atmospheric river will bring warmer temperatures and heavy rainfall at lower elevations to the eastern Kenai Peninsula, including Seward. The long stretch of cold weather has resulted in frozen ground surfaces which will allow for increased runoff concerns. Up to several inches of rainfall is expected and will lead to ponding on roadways and localized flooding in low-lying areas and areas where storm drains remain covered.
